Registered 'Sexually Violent' Offender Reports Move In Mount Vernon

A registered "sexually violent" and "predicate" sex offender convicted of sexually abusing a 9-year-old girl has reported an address change in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 52-year-old Manuel Arroyo, who has moved to a residence on South Fulton Street in Mount Vernon.

The Division of Criminal Justice Services has assigned Arroyo a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent and predicate sex offender.

According to the Division of Criminal Justice Services, Arroyo had sexual contact with his 9-year-old victim in August 2001. He was arrested by the White Plains Police Department in June 2003 and convicted of first-degree sexual abuse with an individual under the age of 11. He was sentenced to five years in state prison and is now under the jurisdiction of the Mount Vernon City Police Department.
