If Biden were to run, he would best current GOP frontrunners, Donald Trump 48-40 percent, Jeb Bush 45-39 percent and Marco Rubio 44-41 percent.
Clinton still beats the GOP leaders, but by a narrower margin: 45-41 percent over Trump, 42-40 over Bush and 44-43 percent over Rubio, the poll said.
"Note to Biden: They like you, they really like you, or they like you more than the others," Tim Malloy, assistant director of the Quinnipiac University Poll said in a statement. "If he is sitting on the fence, his scores in the matchups and his favorability ratings may compel him to say, 'Let's do this.'"
On the Republican front, Trump still leads the pack with 28 percent of Republican leaning voters. The surprise comes in second place with Ben Carson picking up 12 percent.
Bush, Rubio and Ted Cruz were both tied at 7 percent, the poll said.
