PELHAM MANOR, N.Y. No criminal charges will be filed against the driver who struck Pelham Manor Police Officer Michael Tillistrand in November, a spokesman for the Westchester County District Attorney's office said.
There are no criminal charges that would be supported by any of the evidence in the case, Lucian Chalfen said. The incident was investigated by the DA's office plus the Westchester County and Pelham Manor police departments.
The decision was announced in a letter sent Friday to the Pelham Manor Police Department and the Tillistrand family. Chalfen said both accepted the finding.
Tillistrand suffered serious injuries and was left in critical condition when he was struck by a car during a traffic stop Nov. 15 at 6:30 p.m. The car was driven by Jillian Ruggiero, the daughter of Pelham Manor Fire Chief Joseph Ruggiero.
The Pelham Manor Police Department plans to review the case to see any lesser charges will be filed. During the criminal investigation, a Pelham Manor detective represented the department.
Im going to review the case and take it from there, said Pelham Manor Police Chief Al Mosiello.
I dont want to put the cart in front of the horse, said Mosiello. I just have to review the whole case, because now that they gave it back to us, and theyre saying theres no criminal charges, there could be something lesser. I dont know.
