Shalva Chigirinskiy, 66, was charged with risk of injury to a minor - impairing health, and illegal contact with a subject under 16 years of age. He was released on a $50,000 bond and was due to appear in court Thursday.
Police said that an investigation stemmed from inappropriate contact between Chigirinksiy and the female. Because of state laws concerning confidentiality of certain crime victims, police said that no further information will be provided at this time.
A warrant was issued for Chigirinskiy's arrest and he turned himself in to police on Thursday, March 10.
