The M9 cars would replace the 140 M3 cars that were put into service in the 1980s. Ninety percent of the budget would be earmarked for equipment replacement and railroad improvements, LoHud.com reported.

The spending plan also includes $465 million for a new shop at Croton-Harmon, LoHud.com said.

Plans to move New Haven Line trains from Grand Central Terminal to Penn Station following the completion of the East Side Access plan still are in place, according to LoHud.com.
